Drug arrests could signal 'outbreak' in Northeast
A Kittery detective says heroin use has increased, becoming a bigger threat.

Heroin-related arrests in Kittery this fall have brought attention to what police have called an increasing problem in the region, and in New England as a whole.

Kittery police Detective Steve Hamel said he has seen a resurgence of heroin use in the past few years, which he attributes to the drug's low cost and easy accessibility.

Abuse of OxyContin also might have led to greater heroin use, as heroin has become cheaper and OxyContin has become more heavily monitored, Hamel said.

"With OxyContin and heroin, in the next year and a half, I think there's going to be an outbreak that the Northeast has never seen before," Hamel said. "Heroin is extremely cheap right now. It's so cheap, the high school kids can have it now."

York County's proximity to Lawrence, Mass., which has been a source for heroin, makes the drug more accessible in the area, Hamel said.

On Nov. 9, Kittery police arrested Cesar Olmedo of Hampton, N.H., saying he delivered four bundles of heroin, with a street value of $1,000, to an undercover detective.

On Sept. 27, police arrested Marvin Morales-Herrera, 39, after making a traffic stop and discovering narcotics, including heroin.
